COMMUNITY CHEST

(1)               Riverside Community Development Trust (RCDT) has established a Community Chest in order to provide grants and loans to groups within the area bounded by Lambeth Rd in the North, Kennington Park Rd in the East, the River Thames in the West and Kennington Lane/Kennington Rd in the South. This area largely comprises Prince’s Ward with a small section of the southern part of Bishop’s Ward.

(2)               RCDT will raise money to add to the Chest.

(3)               The activities to be funded from the Chest shall be in accord with the aims and objects of RCDT.

(4)               For the period until 31 March 2007 the priorities for funding will be activities designed:

(a) to promote participation in community activities for all ages

(b) to help new emerging groups with initial set-up and activity costs

(5)       The maximum funding for an individual activity will be £1,000, but the Board will look more favourably at bids for less.

(6)       Because there is only a small amount of money in the Chest to start with, the Trust Board sees no useful purpose in opening a formal bidding round. It will select which activities and emerging groups it will support from applications made to it on a monthly basis as applications are received until the money runs out and groups will be informed when this happens.

(7)       In the event that there are significantly more applications than funds the Board regrets it will have to make decisions based on the criteria above and that these will be final and there will be no appeal procedure.

(8)       As the amount of money in the Chest grows the Board will bring the following set of criteria into practice.

(9)       Groups that can apply for Chest funding include:

(a)   informal community groups which do not yet have terms of reference or a constitution

(b)   unincorporated community and voluntary organisations

(10)     The majority of those who will benefit from the activity/event/project will be residents in the Chest area.

(11)     Organisations shall apply using a standard application form and may be asked to meet with Trust members/staff to discuss the details of the application.

(12)     Groups may be awarded either a grant or a loan

(13)     Groups without bank accounts will have their expenditure paid for through the Trust’s account.

(14)     The grant or loan must be spent for the purposes agreed by RCDT.

(15)     Unless otherwise agreed the money must be spent within six months of the decision to make a grant or a loan

(16)     Groups will provide RCDT with a statement of the expenditure and the outcomes of the work/activity/project on which it has been spent,

(17)     Receipts verifying expenditure will be kept, and copies attached to the statement of expenditure under (14)

(18)     Where possible, the organisation will acknowledge the receipt of the grant by using RCDT’s logo in event/activity publicity and in their Annual Report

(19)     Applications for funding will be considered by members of the RCDT Board of Directors.

(20)     In the event of an application being made by another group in which a member of the Board of Directors is a Committee/Board member, that person cannot be involved in considering the group’s application.
