inter-connected and that the problems of the underdeveloped world are

reminiscences of a Black British Citizen. Written and performed by

in the present, but explores recent history from the 1950’s onwards. In
his one man show, Victor Richards explores African-Caribbean migration,
and themes of hope, identity and change. The story line of “Streets
Paved with Gold” weaves together a thrilling and informative picture of
the collective experiences of Black British Citizens resulting from
their new surroundings. The play is based on the reality of people bold
enough to plunge themselves into the unknown. Victor Richards introduces
you to the character of Augustus Cleveland Johnson, who arrives on a

Presentation. Ya’akobi and Leidental was written in
1972 by Hanoch Levin, one of Israel’s most established playwrights. In a
cabaret style, the play takes a comic and at times grotesque look at the
love triangle between two men and one woman, desperately trying to add
meaning and excitement to their lives. Tik-sho-ret’s physical production
of this absurd piece accentuates the grotesque with comic playfulness.
The show returns after a short successful tour earlier this

COUNCIL NEWS
Section 106 Scrutiny Commission meeting. Monday 19 March 2007
at 7pm. in the Council Chamber at the Town Hall. This meeting will look at the
Council’s section 106 agreements. Scrutiny members will review priority policies
and procedures of the Council and partners to improve services. Members of the
Commission are Councillor Diana Braithwaite, David Malley and Roger Giess.
Councillor McGlone (Cabinet Member for Regeneration and Enterprise) will also be
in attendance. Please note that Diana Braithwaite, Bishop’s Ward (N. Lambeth
Councillor), was active in the very successful Friends of Lambeth Walk Open
Space.
Dave Burn, Head of Scrutiny explains: ‘In terms of how the Commission came
about, Members of all parties have stated that they feel the Lambeth does not
receive/achieve maximum benefit from our section 106 agreements. In view of
those concerns, Overview and Scrutiny Committee considered the matter on 2
November 2006, with Councillor McGlone (Cabinet Member for Regeneration &
Enterprise), representatives from DCLG, the Audit Commission and local
interested groups and individuals.
Overview and Scrutiny Committee made a series of suggestions and officers in
the Council’s planning department are currently looking at our section 106
arrangements. Scrutiny members decided that in view of the activity and the
interest of Cabinet, it would not have been sensible to replicate current
activities by setting up a full blown Scrutiny Commission. However, what was
agreed, was that Members should receive an interim report on progress in
February /March, with a view to submitting a final report to Overview and
scrutiny Committee on 17 May, prior to submission to Cabinet. Hence the meeting
on 19 March. ‘

Metropolitan. First solo photographic
exhibition by Anup Mathew Thomas examining the rule-makers,
law enforcers and bastions of ethics and morality within society through
a series of fourteen individual portraits of the heads of Episcopalian
churches from Kerala. The exhibition also includes a digital slide show
Light Life depicting the empty interiors of Mumbai ‘ladies bars’
where men go to watch women dancing, which was closed by the authorities
alleging that they encouraged crime and prostitution. Light Life
questions this decision as many ex-dancers were obliged to seek the very
employment the censure sought to discourage. |

use of colour and texture, inspired by punk ideology, football
fanaticism and a gritty urban-London upbringing.

‘The Day the Country Died’ , a book by Ian Glasper all about the

Kennington Association Tai Chi moves to Centenary Hall.
Cathy Preece (Kennington Association) writes : The
regular Tai Chi class held on Thursday afternoons at 4pm has now moved to
Centenary Hall, Cottington St, SE11 4RZ. This is due to
refurbishment works taking place at St Anselm's to accommodate the new
nursery opening there in late spring. As usual, the classes are free and all
ages and abilities are welcome - just turn up in comfortable clothing.

LMHS’S KENNINGTON QUARTER PROPOSAL
Jeffe Jeffers, Director of Lady Margaret Hall Settlement,
writes: The Council’s paper called the Prince’s Ward Strategy published
today (ed. see story below), does not offer much to the area. The sale of
the entire Beaufoy site and a long uncertain future of temporary use for the
Lilian Baylis old school site do not add up to an exciting strategic vision.
It ignores entirely the impact of the Damien Hirst
development of restaurants, galleries and studios in Newport Street, which
will be a new Central London visitor attraction and has no proposals to
build on it.
Our proposals hinge on this important development and
show how by using the two key sites in Council ownership a new economy can
be created for Kennington and further enhance Lambeth’s visitor attraction
appeal along the river.
The Hirst proposal will trigger
Redevelopment of the railway arches in Newport
Street and in time will spill over into improving the Lambeth Walk
shopping parade.
We propose
1. The creation of another major visitor attraction
in the Beaufoy Institute – a National Museum for the arts and crafts
movement. Already several serious collectors have expressed strong
interest.
2. The opening up of the old school site to house,
managed workspace for craft related business, ground floor retail,
the Cinema Museum and related Arts Cinema, the SAZ sports academy
facilities, and use the main hall as a major arts venue, all within
a strongly supported business environment to maximise business
growth and linked by a through route to the Beaufoy site.
3. The creation of a new ‘studio’ academy school for
up to 200 students specialising in Craft, and creative industry
skills, business studies and core curriculum. Set in an environment
of businesses offering work skills placement and apprenticeship, to
the students and local community.
In effect creating a new long-term economic engine for
the area and enabling the Council to make a strong new proposal for its LEGI
bid later this year.
We are proposing that the Council create a new
organisation out of the Beaufoy Institute Trust in which it can invest these
two sites and which can be the driver of the process, able to draw in a
wider range of partners and investment than currently available to the
Council. This approach fits centrally with the Council’s desire to move to
being a strategic body with strong local partners and fits within the
government’s policy of using assets more dynamically in a community
framework.
The proposal has been prepared at the request of KOV
following a public meeting last year and published by Lady Margaret Hall
Settlement. It will be presented to the next KOV meeting for discussion.
COUNCIL MOVES TO DECISIONS ON
LILIAN BAYLIS, BEAUFOY AND OTHER SITES
Lambeth Council’s Cabinet Committee on Thursday 15 March
is considering the future of the former Lilian Baylis School, Beaufoy
Institute and other sites in a paper ‘Prince’s Ward Investment Strategy’. It
will then be considered by the North Lambeth Area Committee on 21 March.
Lilia Baylis Proposals: part community use for health,
sports and recreation, relocation of Ethelred Nursery and Children Centre,
young people’s provision, decant for Charles Edward Brooke School to support
implementation of Lambeth’s Building School for the Future 2009-2013, sale
of part of site for housing.
Beaufoy Institute and land proposals: sale of whole site
on open market with buyers having to demonstrate their proposals meet the
Institute covenant, and address local housing needs .
Lollard St Adventure Playground and Ethelred Youth Club.
Re-provision of facilities to meet modern day needs on the former Lilian
Baylis site.
Consultation. Para 2.8 states: ‘The above recommendations
are indirect response to consultation and research of community needs.’ The
consultation schedule lists Council officers and Councillors. A Community
Reference Group is to be established led by Ward Councillors ‘with the key
intention that the local community are positively involved and fairly
represented’. (para 2.12)
Healthy Living Centre. Investigation under way at
potential to relocate resources form Stockwell YMCA Healthy Living Centre.
Key Dates: March: start of design, financial and risk
assessments. April: community safety tests in designs, formation of
Community Reference Group, exploration of sustainable management models for
site and service provisions. May: completion of financial assessment,

VAUXHALL TO BE KEY AREA IN REVISED
COUNCIL ECONOMIC DEVELOPMENT STARTEGY
The Vauxhall part of Prince’s Ward is to be a key area in
the Council’s revised Economic Development Strategy being considered by the
Cabinet on Thursday 15 March. The paper ‘Lambeth Economic Development
Strategy 2004-2008 Revision’ seeks among others things to ‘tackle decline in
Brixton, exploit growth in Clapham, Vauxhall and Waterloo to reflect growth
opportunities’. The strategic aims are: growth in enterprise, growth in
employability, opportunity through diversity. The second strategic aim
includes ‘working with planners to ensure that planning policy in new
development growth areas i.e. Waterloo, Vauxhall and Brixton reflect
sectoral growth areas i.e. finance and business, service and creative and
cultural industries’.
The third strategic aim includes ‘providing enterprise
support services, to sustain investment into local community and voluntary

OPERATION FRESHVIEW IN PRINCE’S WARD – 13 MARCH
Liz
Cloud, Senior Market Research and Consultation Officer, Environment, Culture
and Community Safety (Lambeth Council) has sent round the following
information about this coming Tuesday’s Operation Freshview in Prince’s
Ward.
Operation Freshview last came to Princes ward in October last year where the
council and its partner organisations worked on cleaning up the area. In the
course of the day, the following actions were taken:
Ten on the spot
littering fines
One arrest for possession of controlled drugs with
intent to supply
Old School site cleaned and renovated up by the youth
offender volunteers
Twelve shops inspected
Two unregistered food premises inspected, resulting in
twelve contraventions being found
Sixteen dangerous structures follow-up inspections and
thirty temporary structures inspected by Building Control.
One hundred twenty four syringes picked up from public
areas in the ward,
One hundred and thirty six square meters of Graffiti
painted
Four hundred and seventy four square
meters of flyposts removed

FOUNDERS PLACE DEVELOPMENT APPEAL
Sarah O’Connell (local resident) writes :
The developers behind an application, Founders Place,
to build on the land to the north of Archbishops Park have appealed against
Lambeth's refusal of their planning application, The Secretary of State,
Ruth Kelly will now make a decision on the basis of advice from her Planning
Inspector, and following a public inquiry due to start on 19 April and which
will last around three weeks. Much of the local concern has focussed on the
impact the development will have on the Lambeth Palace Conservation area.
Buildings and trees within the development site will be removed, including
the former Holy Trinity School building to the north of Archbishops Park.
Instead five storeys of private flats will face directly into the foliage of
trees in Archbishops Park to the extent that a regular cycle of pruning will
be required. The main concern is that the design of the buildings, with the
main living room windows facing directly south into the trees,
will cause new residents to seek pressure to have the trees pruned back
further or even felled, so that they can enjoy sunlight and park views.
There is no objection to development per se on this site, but a belief
that proposals should be in accordance with Lambeth's planning and
conservation policies, and not impact adversely on the park
If Lambeth lose this appeal, they may, as they did when
they lost the appeal for a 40+ storey building by Vauxhall Bridge, have to
pay the developers costs. So there are important issues, not only in the
context of the Lambeth Palace Conservation area, but possibly in terms of
Lambeth's future willingness to defend its conservation and green space
policies robustly elsewhere in Kennington or indeed across the borough.

SLAVERY & ABOLITION 2007
March sees the 200th Anniversary of the Act of Parliament
banning British ships from involvement in the slave trade. Although a year
later the United States also made it illegal for American ships to be
involved, the British Navy’s anti-slavery patrol off West Africa intercepted
illegal American slave trading ships often flying flags of other countries.
It was not until 1834 that Parliament passed the Act emancipating the slaves
in British colonies. However an apprenticehsip scheme was introduced, to be
ended in 1838 following abuses. Parliament also compensated the slave owners
with £20m. This year sees an enormous number of projects around the theme of
slavery and abolition, plus ongoing forms of slavery today.
Ellen Craft: MOJ OF THE ANTARCTIC: An African Odyssey
Oval House Theatre’s contribution is about Ellen Craft,
who with her husband William, was a popular black American abolitionist
campainer when they visited Britain. The play MOJ OF THE ANTARCTIC: An
African Odyssey by Mojisola Adebayo, directed by Sheron Wray, is a piece
‘inspired by the wonderful true life story of Ellen Craft, a 19th century
African-American slave woman who escaped to freedom by disguising herself as
a white man. Ellen’s amazing story of race and gender cross-dressing is one
of the forgotten gem’s of Black history, and the history of drag! Moj of the
Antarctic extends Ellen’s amazing biography into a flight of theatrical
fantasy where upon arrival in Victorian London, she finds work as a sailor
on a whaling ship bound for the Southern Seas. Life on the ship is tough and
even stranger is the men’s obsession with Black face minstrelsy. Eventually
the ship arrives in Antarctic waters ripe for gruesome whaling, and Moj
becomes the first Black woman to step foot Antarctica. This innovative total
theatre piece incorporates video, text, dance, music, storytelling, song and
stunning original photography created for the piece on location in
Antarctica by …. visual artist Del LaGrace Volcano. Moj of the Antarctic is
not only an allegorical historical show; it is an important ecological
creative exploration. The performance highlights important connections
between Antarctica, global warming, rising sea-levels, desertification,
drought, famine and the coastal erosion of historical slave sites in

Council Sets Budget with Emphasis on
Young People and Community Safety. The Council states: ‘Lambeth Council is
to make major investments in youth provision and community safety next year,
after agreeing its 2007/8 budget and council tax rate on Wednesday 28
February. The council agreed that Lambeth's part of the council tax would
increase by 4.99%, and with an increase of 5.3% from the Greater London
Authority, this means that the Lambeth Council tax rate will increase by
5.07% overall..……. This year’s budget includes the biggest investment in
youth provision in the borough’s history with an extra £1.7m being invested

CROSS RIVER TRAM NEWS
Oval Ward Councillor Rob Banks has
circulated the following news of the London Assembly Transport
Committee's views on the Cross River Tram proposal, as he was ‘aware this
was mentioned at the KOV meeting this week but nobody was certain about what
had actually been proposed by the Committee.’ The sections below come from a
letter from Geoff Pope, Chair, London Assembly Transport Committee dated 2
March.
Waterloo – Oval
2.7
The Committee supports Option 2 on this route, which runs down the
Kennington Road and past the Imperial War Museum. This would
increase tourist and visitor numbers, boosting the local economy.
This route would also serve St Thomas Hospital, providing easier
access for patients and visitors. The Committee would note that
Option 1 serves the Elephant and Castle, which is already served by
the Waterloo to Peckham route.
Oval to Brixton

The Committee supports Option 2. Both options on this route would
benefit from transport priority measures and the regenerative
effects the tram would bring. Option 1, via Stockwell, would best
relieve congestion on the Northern Line and assist in regeneration
of the Stockwell Park Estate. However, extensive traffic management
measures would be required, particularly at congested junctions, to
allow the tram to run down Stockwell Road.

Option 2 is a more direct route and would better serve the poorest
areas in Lambeth, including Myatt’s Fields.
Brixton Town Centre

The Committee supports Option 1, via Brixton Hill and Effra Road on
this route. Although Option 2 offers an interchange with the
overground station, the Committee believes it does not offer as many
regenerative possibilities. Option 1 would take the tram to the

Central Square. Furthermore, this option allows the possibility of
the tram being extended down to Streatham, which would relieve the
pressure on the bus and tube interchange, providing better public
transport for a badly underserved area.

Committee would however like to see the possibility of terminating at
Brixton tube station investigated.
Potential extensions

The Cross River Tram provides many interchange points, and will assist in
the integration of London’s public transport. We would also like TfL to
ensure that the tram is capable of being extended north to the Holloway Road
and the Arsenal Emirates Stadium, and south to Streatham and New Cross.
Furthermore, provision should be made to enable the CRT to link at Holborn
with the proposed Oxford Street Tram.

SLAVERY & ABOLITION 2007
March sees the 200th
Anniversary of the Act of Parliament banning British ships form invoplvement
in the slave trade. Although a year later the United States also made it
illegal for American ships to be involved, the British Navy’s anti-slavery
patrol off West Africa intercepted illegal Americna slave trading ships
often flying flags of other countries. It was not until 1834 that Parliament
passed the Act emancipating the slaves in British colonies. However an
apprenticehsip scheme was introduced, to be ended in 1838 following abuses.
Parliament also compesnated the slave owners with £20m. This year sees an
enormous number of projects arouind the them of slavery and abolition, plus
ongoing forms of slavery today.
Ellen Craft: MOJ OF THE ANTARCTIC: An
African Odyssey
Oval House Theatre’s contribution is
about Ellen Craft, who with her husband William, was a popular black
American abolitionist campainer when they visited Britain. The play MOJ OF
THE ANTARCTIC: An African Odyssey by Mojisola Adebayo, directed by Sheron
Wray, is a piece ‘inspired by the wonderful true life story of Ellen Craft,
a 19th century African-American slave woman who escaped to freedom by
disguising herself as a white man. Ellen’s amazing story of race and gender
cross-dressing is one of the forgotten gem’s of Black history, and the
history of drag! Moj of the Antarctic extends Ellen’s amazing biography into
a flight of theatrical fantasy where upon arrival in Victorian London, she
finds work as a sailor on a whaling ship bound for the Southern Seas. Life
on the ship is tough and even stranger is the men’s obsession with Black
face minstrelsy. Eventually the ship arrives in Antarctic waters ripe for
gruesome whaling, and Moj becomes the first Black woman to step foot
Antarctica. This innovative total theatre piece incorporates video, text,
dance, music, storytelling, song and stunning original photography created
for the piece on location in Antarctica by …. visual artist Del LaGrace
Volcano. Moj of the Antarctic is not only an allegorical historical show; it
is an important ecological creative exploration. The performance highlights
important connections between Antarctica, global warming, rising sea-levels,
desertification, drought, famine and the coastal erosion of historical slave

First solo photographic exhibition by Anup Mathew Thomas
examining the rule-makers, law enforcers and bastions of
ethics and morality within society through a series of fourteen
individual portraits of the heads of Episcopalian churches from
Kerala. The exhibition also includes a digital slide show Light
Life depicting the empty interiors of Mumbai ‘ladies bars’ where
men go to watch women dancing, which was closed by the authorities
alleging that they encouraged crime and prostitution. Light Life
questions this decision as many ex-dancers were obliged to seek the
very employment the censure sought to discourage. |

Vauxhall City Farm Seeks New Director.
The Farm is seeking a new full-time Director following the amazing rescue
work undertaken by John Roberts as interim part-time Director. The Farm
began as Jubilee City Farm in 1977 on two thirds of an acre of derelict
land. The site was planned by local people and continues to rely on
volunteers and donations to keep running. Entrance is free and the farm has
become a thriving community project providing a green oasis for people of
all ages and backgrounds living in the heart of inner city London. Vauxhall
City Farm is the only city farm in central London that provides contact with
animals for people who live in a highly urban environment. But are you
what we are looking for? We don’t want a good director we want an
exceptionally talented director who doesn’t mind mucking out (literally)
when the going gets tough. We want someone who like us has vision to see
beyond, not where we are now but where we want to be. We expect someone to
have great interpersonal and leadership skills. Who can motivate and inspire
others towards our shared vision for the future sustainability of the farm

WOMEN’S DAY 2007
International Women’s Day is a
universally celebrated day that connects women around the world. The day
brings together women on all continents – often divided by national
boundaries and by ethnic, linguistic, cultural, economic and political
differences to come together both to celebrate and to look back to a
tradition that represents at least nine decades of struggle for equality,
justice, peace and development. International Women’s Day 2007 represents a
real opportunity for us to celebrate women in Lambeth. This year, from 6th –
9th March 2007, there will be a series of events across the Borough. These

Anne Ward from Lambeth Archives
gives a talk at Carnegie Library on Tuesday 6th March, from 7.30pm,
titled 'Educating Ethel: education of girls in Lambeth'. Lambeth
Archives will also have a web blog titled 'Celebrating the lives of
Lambeth Women' that will commemorate the contribution Lambeth women have

Opening the Doors. Family Arts Workshops at
Gasworks. 2-5pm. The
workshops are aimed at families participating together, to give them
quality time doing something creative. and learning and practicing
skills in art and communication, and building confidence along the
way. Families need not have any previous experience in art to join
in. Each day offers a different activity, and some of the works
produced will be displayed in Gasworks' education room from 28th
February - 4th March for anyone to see. Group attendances to the
workshops are welcome so if you would like to tie this in with your
own activities do get in touch. If parents are unable to attend,
Gasworks require that children attend with an adult who can be
responsible for them. The recommended age is 5 - 15 but children of
all ages can come along if they want to. Where possible we would

DRONES JAZZ JAM - Speaking of John
Bunyan. Tim Clark, organiser of DJJ, writes:
There are some strong parallels between the life of a pilgrim, and the life
of an aspiring jazz musician. The hours spent slogging away, with no sense
of progress. The absolute need for faith if the traveller is to have any
chance of persevering. The loneliness - we meet others on the way, share
experiences, maybe resources - but always end up alone again in the end.
The encounters with Doubt and Despair, juxtaposed to, and contrasting with
the glimpses of Paradise ... Not to mention the austerity and even poverty
(... okay, a little overstatement may be starting to creep in now). The
hours spent on our knees on a stone floor. The fasting, the hair shirts,
the self-denial, the flagellation (... I guess my own lack of skill is ample
evidence that these are pure fiction in my case.) We are all pursuing some

The Winter/Spring issue of the Friends Newsletter ‘Parklife’ includes
details of the event to erect the memorial to civilian war dead when a air
raid shelter was bombed during the Second World War, plans for the future,
the proposals for the new children’s play area. Friends have also produced a
pamphlet ‘Kennington’s Forgotten Tragedy’ about the incident, written by Rob
Pateman. The Playground project consultation ends on Tuesday 20 February.
The Friends is holding a public meeting on Monday 5 March, and its AGM on

Kennington Parking Permits. The Kennington Parking ‘KS’ sub-zone will
be enforced from 5 March. Only those permit holders with Kennington ‘KS’
permits will be allowed to park in the sub-zone from that date. Those that
are eligible for the ‘KS’ permit are those who are resident within the
sub-zone which comprises: Aulton Place, Bowden St, Cleaver Square, Cleaver
St, Cottington St, Kennings Way, Kennington Lane (south west side from
Kennington Rd to Cottington St), Kennington Rd (both sides from Kennington
Park Rd to Kennington Lane, Methley St, Milverton St, Montford Place (the
section of Kennington Rd), Radcot St, Ravendson St, Stannary Place,
Stannary St, White Hart St, Tavy Close, Seaton Close, Wigton Place and
Windmill Row. If you hold a resident or business parking permit for a
address in these streets then Lambeth Council’s Parking Services will be

Freshview is an opportunity for a range of agencies to work

The Operation educates residents about their local services and also
allows them to voice their own opinions. The name Freshview has been
chosen as it encompasses our fresh approach to delivering services
in partnership as well as encouraging residents and businesses to
take a fresh view of their area. A

Metropolitan. First solo photographic
exhibition by Anup Mathew Thomas examining the
rule-makers, law enforcers and bastions of ethics and morality
within society through a series of fourteen individual portraits of
the heads of Episcopalian churches from Kerala. The exhibition also
includes a digital slide show Light Life depicting the empty
interiors of Mumbai ‘ladies bars’ where men go to watch women
dancing, which was closed by the authorities alleging that they
encouraged crime and prostitution. Light Life questions this
decision as many ex-dancers were obliged to seek the very employment
the censure sought to discourage. |

WINTER WARMER
PARTY FOR ALL
Winter Warmer Party community event
at St. Anslems Church. Jointly organised with
Kennington, Oval & Vauxhall Forum, Lighthouse
Education and Kennington SureStart. Over 350 adults
and children attended at various times between 3pm
and 8pm. Music, dance, stalls, chat, refreshments.

Beaufoy
Institute |
Lambeth Council has been consulting a number of
organisations on the future of the Beaufoy
Institute. It still wants to re-locate Michael
Tippett School onto the site, which RCDT’s Board
considers inappropriate.

Toilets |
RCDT
is working with Friends of Kennington Cross
to develop its arts and heritage centre proposal for
the Kennington Cross Toilets. |

Dryden Court |
A web site that has been
designed to help advise residents, neighbours and
potential residents about Dryden Court |

Adventure Play |
RCDT
was pleased to be able to give some financial
support to the Lollard St Adventure Playground group
for its 50th Anniversary held in August. |

Lilian
Baylis School |
Lambeth Council is considering what to do with the old Lilian
Balyis School site. The Trust is stressing the need
for community facilities and consultation. |

Newburn Street |
RCDT is developing 20
Newburn St into a community hub. This includes

Lambeth Council’s North Lambeth Town Centre
Management Team led by Frances Forrest – see

Riverside IT |
The
Riverside IT project set up by RCDT at 125 Lambeth
Walk to gives local people the opportunity to attain
IT skills and experience is now being run in
partnership with Lambeth Council.

Support
to RCDT |
Sean Creighton of
Agenda Services
(
www.seancreighton.co.uk ) supported RCDT from
May to October 2004 funded by a grant from Lady
Margaret Hall Settlement. Sean has continued to
work with the Trust and from May 2005 has been fulltime Development and Management
worker thanks to a grant from Lloyds TSB Foundation
and then the money received from the former Vauxhall
Regeneration Company and Lambeth Endowed Charities. |
