COUNCIL TO ADOPT ARTISAN SCHOOL

AND MUSEUM PROPOSAL FOR BEAUFOY INSTITUTE.

Lambeth Council’s Cabinet is being asked to approve a report which could see positive progress bringing the Beaufoy Institute back into use. It acknolwegdes that the October 2007 meeting called by the Council to set up a Community Reference Group to take the Prince’s Ward Investment Strategy forward requested that the Strategy be reconsidered. It recognises that both the Old Lilian Baylis and Beaufoy sites ‘represent a considerable drain on Council resources.’ The estimated costs for maintenance and security for 2007/8 being c£511,000. Costs will also go up as rates will be payable on empty properties from April 2008, totalling £86,691, although charitable reduction may be applicable (80%). The use of Old Lilian Baylis is increasing with more Sports Action Zone activity on the site and the move onto it of the Stockwell based Healthy Living Centre last month. It is estimated that the total cost of running the two sites in 2008/9 could be £745,000. This financial drain ‘makes the requirement to establish a sustainable solution urgent.’

The Cabinet is being asked to:

¨                  separate the sites in the Strategy and take them forward individually within an over-arching ‘Future Kennington’ regeneration programme

¨                  work with a range of partners, inc. All Nations. SAZ, Ethelred School Nursery and Children’s Centre, De Morgan Institute, Artisan Academy supporters, charities, private sector and others to provide high quality facilities and services

¨                  enable the officers to progress the emerging plans for the Beaufoy including the potential for a Studio Artisan Vocational Academy for 14-19 year old, working with the De Morgan Foundation as the leader partner, and other groups and partners including the Artisan Academy supporters and the Princes of Wales charities

¨                  continue to enable the new Beaufoy to continue and improve on the original aims of the Beaufoy charities

¨                  reconfirm its commitments to Sports Action Zone and others with All Nations as a lead partner in the development of Lilian Baylis

¨                  work to develop a detailed service offer on the Old Lilian Baylis site including community facilities

¨                  note the planning status of the Ethelred Youth Club and Adventure Playground open space and confirms its commitment to opening up Lambeth Walk Open Space to Kennington Rd

¨                  reaffirms commitment to work with the Primary Care Trust as a major partner in relation to Old Lilian Baylis

¨                  instruct the officers to explore wider regeneration opportunities e.g. Albert Embankment

¨                  reconfirm the aim to receive a capital receipt

¨                  confirm that it wishes to dispose of the assets and liability associated with them

The paper can be seen in the Cabinet section of agendas on the Council and Democracy section of the Council website www.lambeth.gov.uk.

Comment. The report is nearly 40 pages and will take time to assess all that it means. While the general direction is welcome, the paper takes a very petty and snubbing attitude towards Lady Margaret Hall Settlement. It fails to acknowledge that it has only been because of  the Settlement’s vision for the Beaufoy (the Artisan School and Arts & Crafts Museum) and it bringing on board De Morgan,  the Prince of Wales, and others that the Council is now in a position to seriously discuss with De Morgan, the Prince and the Artisan Academy supporters.

OTHER NEWS

Charity Commission Decides that the Beaufoy Trusts can be altered. The Charity Commission has decided that the Beaufoy Trusts can be merged. It has written to objectors explaining its decisions in general. Each objector also gets a comment on their specific objections. However the letter seems to suggest that the Council’s detailed proposals for merging the two Trusts have got to be changed but that the revised scheme can be sealed. However the letter does not include the wording of any changes. What do other objectors think? RCDT is asking for clarification in order to be able to include in the ENews a definitive explanation of what is to happen.

Council To Oppose Post Office Closures. The Cabinet meeting on 17 March will be considering a paper recommending that the Council oppose the plan to close all of London’s Post Offices, including the 7 in Lambeth, and for the consultation period to be extended to 12 weeks ‘which is seen as good practice for public consultations’ . The paper can be seen in the Cabinet section of agendas on the Council and Democracy section of the Council website www.lambeth.gov.uk

Council to Set Up Joint Service Centre for North Lambeth. On 17 March the Council Cabinet will consider a paper proposing the establishment of a North Lambeth Joint Service Centre to be funded under Private Finance Imitative credits. ‘A Lambeth First Customer Centre, incorporating a new library, located in the North of the Borough would provide an excellent opportunity to drive partnership working and deliver the objectives of the Local Area Agreement (LAA).’ It is hoped to site in Lower Marsh in Waterloo. The paper can be seen in the Cabinet section of agendas on the Council and Democracy section of the Council website www.lambeth.gov.uk. Comment: While a Joint Service Centre would be a benefit for Lower Marsh, and the inclusion of the library would solve a problem the Council has in wishing to improve the library service in that area, the question that really has to be asked is whether the location is right for the majority of people who live in North Lambeth? Wherever it is sited is going to be problematic from the point of view of  access by bus, so bus routes and times will have to be improved. The same would need to be done if, for example, the Centre was placed (without the library) on the Old Lilian Baylis School site, as a key element in the provision of high quality services now envisaged for that site, and helping to regenerate the area. What do readers think?
